Will it split HDMI out of a tv cable box (grande)? I've tried 2 separate $20 or so powered splitters with no success. Won't pass signal, even though function lights show green.

There are a couple of things that could cause that:

1) Which HDCP version does your Cable TV box use? - make sure the splitter supports that version or above.
2) Which HDMI version does your Cable TV box use? (i.e. HDMI 2.0, HDMI 1.2) - make sure the splitter supports that version or above.

How many feet can the NTI VOPEX-HD-2-LC extend HDMI?

While the maximum cable distance for the NTI VOPEX-HD-2-LC would depend on a couple of factors such as the the HDMI cable quality (the use of a higher-grade cable when using a splitter is highly recommended due to the added resistance of connecting your devices through multiple ports), the resistance added from this 2 port VOPEX-HD-2-LC HDMI splitter would be mostly negligible, and you can generally follow HDMI spec:

HDMI can achieve up to 30-50ft, but most vendors like NTI state that 25ft max length is recommended for reliability. So, you could use a 25ft cable to this unit, and then another 25ft cable to the output.

Quick note on HDMI: digital signal video quality does not degrade over distance like with analog VGA - when the pixel clock integrity is low enough to not support full quality, the signal will just cut out. This allows you to simply see if it works or not.

A higher quality splitter, such as the Gefen GTB-HD4K2K-142C-BLK, will maintain pixel clock integrity better over especially longer distance. This unit also adds some really useful features if you will be using this splitter for signage or rely on it regularly (such as Fast Switching Technology - FST, and a built-in EDID emulator to ensure and maintain the correct resolution.
